Speaking at a climate change seminar, Justice Mansoor Ali Shah emphasized, “I am not an environmental expert; I am a judge. When discussing climate issues, the realities on the ground are very different. Climate finance essentially means climate justice. Environmental pollution has become a major challenge.”

He highlighted that floods and melting glaciers are direct consequences of climate change, adding, “Pakistan is facing severe challenges due to environmental changes. In 1999, extensive laws related to industrial activity were enacted. The question is, who will enforce these laws? The government or financial institutions? These issues have also been debated in the courts.”
The Need for Climate Adaptation
Justice Shah pointed out, “Regarding climate justice, we can only hear complaints. However, by observing global efforts, we need to strategize for climate adaptation—whether in agriculture or other sectors of life. What have we accomplished in the last seven years in this regard?”
Lack of Resources and Data
He stressed the lack of data and concrete measures, stating, “The government’s funding and efforts to tackle these challenges are not aligned with ground realities. Pakistan does not have sufficient financial resources to meet the demands of climate change. We need climate finance.”
A Call for Responsibility
Justice Mansoor Ali Shah called for resource-aware policymaking, asserting, “Every citizen of Pakistan must take responsibility and prepare for the challenges posed by climate change. Pakistan’s lifeline is climate finance.”

He further explained, “Only through financial resources can climate justice be achieved. We need consultation on how to generate and utilize these funds effectively. Similarly, we require advancements in climate science. Right now, we are doing nothing but chasing illusions when it comes to addressing climate change. A substantial fund and a well-structured strategy are essential.”
